I re-opened MRM-584 as it's still a problem in the Archiva 1.1 candidate we're voting on.

Workarounds include turning off the requirement for validation (in security.properties), clicking the link to re-send the validation mail so which the user must click on, or editing the database directly to flip the validated flag on the user.  There is more info in the user list archives.
