FTP task

Hi,

while adding support for logging in with account (funny thing) I saw that :

3 testcases fail (out of 39) inside
org.apache.tools.ant.taskdefs.optional.net.FTPTest :

testParentDiffersInCaseScanningSensitive
testTimezonePut
testTimezoneGet

not sure what this is.

Also, I ran checkstyle and saw that FTP is one of the class with the
most violations of all sorts.

I just paid attention that this patch did not make it even worse ...
