My mistake.

I need to include ant-junit.jar in my junit classpath, then it works.
I had ant-junit.jar in my ant classpath, but not for junit.  I used to have 
optional.jar in my junit classpath for ant 1.5, and so using ant-junit.jar is 
the modern equivalent to that.
