As far as I can tell, the USE_USLOCK_SERIALIZED_ACCEPT define isn't referenced
anywhere in the Apache2 source except in the documentation.  It is referred to
in the following places and should probbably be removed:

docs/manual/misc/perf-tuning.xml
docs/manual/misc/perf-tuning.html.en
