I recreated this behavior on a Windows 7 machine using the example .docx file.

When using Open Office Writer 3.4.1 Build:9593 - Rev. 1372282 to open the
supplied "Textbox.docx" file, there was no text box displayed on page 2.

When opening the supplied file with Word 2007 (12.0.6661.5000) SP3 MSO
(12.0.6662.5000), the textbox on page 2 did show up.

When I created my own .docx document with Word, the same behavior was observed.
Textboxes created in Writer documents loaded without error in both Writer and
Word.

It was not obvious how to add a Text Box with Writer – these are the steps I
used:
1) Open a new document
2) Click on the “Show Draw Functions” icon
3) Click on the “Text” icon in the Draw Functions Toolbar that appeared at the
bottom of the screen
4) Drag the cursor to create the text box
