When mirrors are used in {{settings.xml}} then the repository URL in {{maven-wrapper.properties}} also contains this mirror. This behavior is sometimes unwanted e.g. local maven configuration differs from project configuration. Thus provide a mean like a system property that enforces the default repository URL ([https://repo.maven.apache.org/maven2] at the moment).
