[~leftnoteasy] I am not sure I understand this JIRA. I thought we discussed this offline with [~vinodkv], [~chris.douglas], [~kkaranasos], [~subru] and [~asuresh], 
and agreed that we were *not* going to add extra stuff inside the scheduler to support constraints, as the scheduler(s) code is becoming untenable to maintain 
and scale.

I think it would be best to keep the constraints management code in the scheduler pre-processor / {{PlacementConstraintManager}} so that the feature is 
orthogonal to the scheduler(s) and does not add complexity there.  

Can you explain what has changed since that discussion? I noticed that in the document you also stated there is no agreement on this, while I thought was 
(after a lengthy discussion) a settled issue.
