## What does this PR (Pull Request) do?
Removes the deprecated `db/admin.pl` script, which was currently just a wrapper around the `db/admin` binary. The `db/admin` binary is now the only available option. Additionally, remove some unsupported scripts and associated Dockerfile for running the Perl TO unit and integration tests, because they are no longer relevant (and some of the scripts have been broken for quite some time now).

Run postinstall, verify that it successfully uses the `db/admin` binary to initialize the TO DB.
