I don' think this has happened much.  Since it is very intermittent it is more likely either a test problem
or maybe a machine issue.  The test times two sets of actions and has an expected range of performance.
Something external could affect the performance.  I think these tests are now on vmware systems so 
we have even less control on the external effects.
