[PR] HDDS-10708. Create configuration option for key/truststore factory default algorithm [ozone]

## What changes were proposed in this pull request?
Key- and TrustManager factory default algorithms might not be cryptographically compliant. An option is created here so they can be specified in config files and can be whitelisted once whitelisting is implemented.

This builds on [HDDS-10701](https://issues.apache.org/jira/browse/HDDS-10701) and its pr: https://github.com/apache/ozone/pull/6548 so it should remain draft until that is merged.

@Galsza, I believe we can use the same approach here as discussed [in this comment](https://github.com/apache/ozone/pull/6548#pullrequestreview-2021851621), and we can just close this PR.
