Description:
Case: extending a POM and give the same ID or don't override ID.

Problem: Maven gives obscure errors (such as "goal not found in multiproject"), and partical functionality (multiproject:clean succeeds, but doesn't clean)

Solution: this is not something you need to allow, so the simple solution is to fail with an error if pom.id = pom.parent.id during the inheritence code.
