I cannot reproduce this.  I created a directory with a space in it, put the extracted solr 7.1.0 download in that directory, then started Solr and created a core.

Waiting up to 30 to see Solr running on port 8983
Started Solr server on port 8983. Happy searching!

         NOT RECOMMENDED for production use.
         To turn it off:
            curl http://localhost:8983/solr/bar/config -d '{"set-user-property":
 {"update.autoCreateFields":"false"}}'

Created new core 'bar'

The admin UI is fully functional when I do this.
