The Apache Lucy podling is considering bundling the utf8proc Unicode
processing library:

    http://www.public-software-group.org/utf8proc

The Public Software Group generally releases under X11/MIT licensing (see
<http://www.public-software-group.org/licenses>), but utf8proc also includes
generated files under a license from the Unicode consortium -- see Exhibit 1 at
this link:

    http://www.unicode.org/copyright.html

The Unicode consortium's license was discussed in LEGAL-108, but that issue
was resolved without adding it to <http://www.apache.org/legal/resolved.html>.

Is it acceptable for an ASF product to include utf8proc as a bundled
dependency?

Reading LEGAL-108 more closely, it may be unrelated after all.

The title of LEGAL-108 is "Compatibility with Unicode License".  I would
ordinarily associate the phrase "Unicode license" with "UNICODE, INC. LICENSE
AGREEMENT - DATA FILES AND SOFTWARE" -- Exhibit 1 at
<http://www.unicode.org/copyright.html>.  However, the file that LEGAL-108
inquires about does not seem to be under said license.

To clarify, what we seek is either of two outcomes:

1. Categorization of Exhibit 1 at <http://www.unicode.org/copyright.html>.
2. A narrow ruling that Lucy may bundle the utf8proc library.

More diligent research has revealed that the question of the Unicode license
has been addressed previously -- see this March 2009 post to legal-discuss 
from Sam Ruby in response to an inquiry from Ken Krugler:

Based on Sam's ruling, I intend to go ahead with bundling utf8proc and the
matter is resolved as far as Lucy is concerned.  I will leave this JIRA issue
open in case the Legal Affairs committee wishes to formalize the
categorization, but please feel free to close it at your leisure.

The MIT/X11-License is category-A
