Subversion Client and native characters under windows not working ("unable to convert to/from UTF-8")

Hello list,

dn doing a quick web research I found many similar questions but no answers.
Maybe someone on the list has a clue:

First my setup: I'm using a german Windows XP with svn command line client
v1.3.2 and newest svn server on Linux (UTF-8).

1) I'm trying to commit a file containing a national character in it's file
path ("Funktionalität"). The svn add comamnd worked well, but the commit
command claims: 
   <path>  folgte ein nicht-ASCII Byte 195, das nicht von/nach UTF-8
konvertiert werden konnte
   <path>  was followed by non-ASCII byte 195: unable to convert to/from
UTF-8
  
   How should it work? How can I revert and redo my svn add?
       
2) Same problem seems to also apply if you use commit comments with national
characters.

3) All localized messages from SVN itself containing special german
characters (äöü) are scrambled, too:
   Example: "Geben Sie 'svn help' f?\195?\188r weitere Hilfe ein." (should
be für)

My colleagues share these problems if they use command line client.
TortoiseSVN and Subclipse seem to work.
This seems to be a major issue with the svn client but I did found no a
current request the issue tracker regarding. 

Anybody knowing some solutions/workarounds?

How did you install the client? If you didn't use the installer, you
need to add a environment variable called APR_ICONV_PATH with the path
to the subversion iconv directory as value.
