[users@httpd] htaccess priority

Hi

Is there any way to priorize one .htaccess file to the others? 
I need to restrict users from a shared hosting server to change some configurations in the server.
I cannot use AllowOverride, because I need to permit to use the Rewrites directives but not 
SetHandler and this directives are in FileInfo directive-type.
