You need to 
a) convert your old JMeter 1.7 testplan into the 1.7.x file format (open it in
JMeter with the GUI).  Possibly you'll need to fix a few things.

or

b)Have a TestPlan element at the top your .jmx file (which I assume you did, but
I'm including here for completeness)
