We design all of our elements to wait until the other processes it depends on to start to retry until it comes online. It makes the start-up a lot easier. We have the same idea behind this shell behavior- if a user types in start-all.sh; accumulo shell we want it to work as long as it starts up okay. This means waiting for things to come online. However, implementing a max wait time to wait in the shell isn't a bad idea.
