[ANNOUNCE] New PMC: Chen Xia

  Hi all:
    Hi everyone,

    The Project Management Committee(PMC) for Apache Linkis has
invited Chen Xia to become a PMC and we are pleased to announce that
he has accepted.

    Chen Xia is active in the Linkis community, and we are glad to see his
interactions with the community in the future.
