[util] LRU package - Remove?

I propose to remove the LRU package in [util].

1) It has no Apache licence
2) It is functionality (LRU) contained in [collections]

Objections please??

gump shows a dependency for turbine on commons-util, but I don't know which
parts of [util] are used. Any turbiners know?
