[LAZY CONSENSUS] Deprecate non-json-serializable params

Good day, everyone.

Following the discussion thread here
<https://lists.apache.org/thread/5p79kjn09493kscym9wwnfm936qrmbm6>, this
message calls for a vote, by lazy consensus
<https://www.apache.org/foundation/voting.html>, on the following proposal:

   - In the next release, deprecate non-json-serializable dag and task
   `params`.
   - In 3.0, require that dag and task `params` be json-serializable.

The voting period will be 2 weeks, and if there are no negative votes by
Friday November 26 at 5pm UTC, the proposal will be adopted.
