Hi Jeremias.
I've resigned from the Xalan PMC as its charperson, but I'm still on the
PMC.

Is this an issue for Xalan? If so it is unclear to me what is in the wrong
place.

The problem is that Henk still seems to believe that Xerces is an XML
subproject. If he's right about the "subdomain /dist/" directory, then
it would be xerces.apache.org/dist/ and not xml.apache.org/dist/.
Another problem is that there is no public documentation (to my
knowledge) how nightly build should be done. Some appear to still put
them in people.apache.org/builds/. What I meant with not putting
snapshots in /dist/ was actually /www/www.apache.org/dist which is the
main distribution site. If it's possible/accepted to distribute
snapshots from a subproject's website in a /dist/ directory, then that's
obviously an alternative to /www/people.apache.org/builds/.

Then why are there already .htaccess rules that redirect all Xerces
traffic to xerces.apache.org? That content under xml.apache.org/xerces*
is not accessible anymore. I'm sure that will resolve itself quickly
next week when everyone's back from their holidays.

The issue has nothing to do with Xalan. You probably got the note because
you're technically still a member of the XML PMC.
