We use SAVE_TO mode for a Save,As dialog, so in this case (some cases) displaying file names is appropriate.  So, I would suggest another style to only display directories in this mode.  Might apply to other modes too (so you could use it as an input directory chooser too).  Applicable to FileBrowser and FileBrowserSheet, so we'll have to see how to coordinate the two with the new style(s).
