Jira Infra changes

Hi folks,

I'm not a very good JIRA admin, but woud it possible to have subproject with
their own versioning scheme ?

 

  Html4j, each mavenutils have different versioning scheme and have not to
match IDE release frame. Speaking for mavenutils if no issue detected it can
last for long. 

 

 And it may help not to pollute what is strictly Apache NetBeans
