   If we don't consider them, then it will be always like a fresh installed cluster, as none will be in open state. As this count is got, during startup.(Where all pipelines in DB are set to initial state)
   
   I think when data node is decommissioned, then we should remove those pipelines from SCM. When datanode becomes stale, we are already doing closing of pipelines and removing from piepline DB.
