I modified src/webapp/WEB-INF/templates/layout/html/columns/layout-help.vm to get the header and footer to function. Then I added some descriptions of functions common to all pages and portlets. I just uploaded the whole file because svn diff claimed "Cannot display: file marked as a binary type."
