I'm noticing the video quality on uploaded videos for sharing is ok, is
there a way to change the quality to a higher setting when it encodes?

Sorry, I do not know the answer to your question.

 

I could guess that ffmpeg is used for the conversion, and suggest that
you try to search the code for where ffmpeg is called, then see what
parameters are being called. I did similar to this for the image
conversion which uses swftools some time ago.
