Need to figure out some type of S3 storage emulator that we can use to enable unit testing and CI testing for {{oak-blob-cloud}} / S3DataStore.

Proposed to first look at running [S3Mock|https://github.com/adobe/S3Mock] in a Docker container to address this need.
