Forte 2.0 for Java and Tomcat

Hello,
     I'am trying to find an IDE in witch to develop my Web
     Applications.
     I installed Forte 2.0 Internet Edition but it users Tomcat 3.2.
     In the documentation they say that you can upgrade Tomcat by
     changing jasper.jar end webserver.jar. My problem is that from
     Tomcat 3.3 that file doesn't apear anymore.

     I'am also open to other IDE's that integrates with Tomcat.
