Steps to reproduce:
1. Have latest CloudStack setup with at least 1 advanced zone.
2. Have a Portable IP Range added to the default region
3. Create 2 networks (test, test2)
4. acquire a portable IP on network test
5. try to create PF rule on the above portable IP but on a different network i.e. test2
Observations:
(i) It fails currently saying IP belongs to a different network.
Here is the API fired. attaching all the logs along with db dump to the bug.
create portforwardingrule ipaddressid=58ba895f-48d8-4c74-8868-7225559f4450 networkid=11d21dd8-dec1-4c44-a89d-8dcb042abf98 protocol=tcp publicport=22 publicendport=22 privateport=22 privateendport=22 openfirewall=true virtualmachineid=5bfdb02e-3b42-4853-adad-166517c62d47
