Cant Send mail to Hotmail et.al

Dear all,

I am using two instance A and B of the James with the same configuration in the same network, in A instance i can send out email to all the Mail servers except some and i get error message like as in below.

But in the B instance i DON'T get this error message and the mail send out is successful for all cases.

PS:in the JAMES.conf.xml file
the <delayTime>21600000</delayTime>
     <maxRetries>15</maxRetries>


Any ideas?
