After FLINK-30963, we no longer manually set {{flink_url}}, but it is required in pulsar connector's own {{ci.yml}}, which causes CI to fail to run normally. The root of the problem is that the v3.0 branch does not use the {{ci.yml}} in {{flink-connector-shared-utils}}.
