   ### Issue description
   
   Sometimes we need to dynamically store some metadata, and don't want to add
   other dependencies such as database, but currently APISIX does not support.
   
   A classic example:
   `clusterid` and `communication revision` , used to distinguish different
   APISIX clusters for supper system.
