Commons CLI

Currently the main package name for Commons CLI 2.x is:

	org.apache.commons.cli2

Is there actually a need for a change of package name from:

	org.apache.commons.cli

If it is allowed I would propose that the 2.x line just uses the same
package name as the 1.x line.
