[Issue 122754] Base does not properly parse CSV files as per RFC-4180 (while Calc does)

If you use as connecting to "Text", after creation of database, you can change
the settings: Edit>Database>Properties 
Under "Additional settings" you can unselect the "Text contains headers"
option, and set the field separators.

Set as Not an issue.
