Stacking constraints

Can anyone summarise for me the *meaning* of the very complex discussion
of stacking constraints in Section 4 of the spec? There are very
detailed rules, but what are they *for*? I'm a bit lost with all of
that.

This is one of the parts of the spec where it is very easy to lose sight of
the forest for the trees. :-)

Stacking constraints exist for one purpose - to identify areas (at any level
of the area tree) that have only space between them.
