You are aware of course that this change once exposed will break any 
module that has relied on the removed feature. And it'll subsequently 
force all module authors to follow the s/Apache::/Apache2::/g rename.

please let's not get into all that here.  this is an unstable branch, and
clearly marked as such.  we can get together on the ramifications of what
joe is doing on pmc@.
