The documentation describes "minimal distribution"[1], but neither the referenced download page[2] nor the archive page[3] makes no mention of minimal distributions. I was able to find the distribution via the "Main Distribution Directory"[4] listed on the "Verify the integrity of the files" section of the download page[2].  

I do not have a suggestion on how to document the location of the "minimal distribution" files, but it is needed.
