jUDDI has upgraded to Axis 1.2rc3 (in CVS)

The version of Axis bundled with jUDDI has been upgraded to Axis version
1.2 release candidate 3 (in CVS).  This was done primarily to pick up a
fix that I had been waiting for but also - as always - to help out the
Axis team.
