[VOTE] Release 0.20

RC4 contains the proposed final bits for Qpid 0.20.

If you favor making the RC4 bits generally available via our official
release, vote +1.  If you have reason to believe RC4 is not ready for
release, vote -1.

I will close this vote Thursday morning, 17 January, US east coast time.

I retested the Java Broker and Java Client using Drain/Spout and HTTP
Management.  I also retested the fix for the transaction timeout
defect [QPID-4503] included in RC4.

I gave the Java broker release artifact a quick test, and verified the
staged maven artifacts pulled down the relevant files and sent/recieved a
message against the broker with the 0-10 java client using them.

Verified that new HA tests pass in RC4. I had to copy some files
manually to get the test running but I don't think that should hold up
the release. I'll create a JIRA for cleaning up so the tests run easily
from a distribution.

Hi,
I successfully ran hello/drain/spout examples with 0.20 java client
and broker.  I did some smoke tests of java broker web and jmx
management UI. No issue is found.
