If you specified that 'with' is a stop word, then it will be removed from the
input, and will not be indexed.
Would you rather that Lucene returned zero hits if you searched for "bread with
tuna"?
I think this is not a valid bug.  Please re-open it if you disagree, or better
yet, use lucene-user mailing list, if you have questions about Lucene.
