[PR] Minor: Fix validation of decimals at their declared precision [arrow-java]

robert3005 opened a new pull request, #1342:

   DecimalUtilityl#checkPrecisionAndScaleNoThrow used to reject value precision that was equal to the vector precision, it should not.
