[FalconJX][FlexJS] library project support

Hi folks,

Last night I checked in support for library projects when building your
FlexJS applications.  See the READme and get the latest FlexJSOverlay.zip
from: http://people.apache.org/~aharui/FlexJS/.

You can now use the "JS COMPC" launch configuration to convert the .as files
for a SWC to .js files, then add another -sdk-js-lib path to those .js files
when building your application.

Note that the "publishing" portion still copies and visits the .js files in
the SWC project but at least it doesn't have to compile it every time you
compile the main app.
