webdav and web interface

Hi Folks,
long ago there was XinCon. I have rewritten the code with avalon fortress and
i will commit it to scratchpad/webadmin.

It is a working Web and WEBDAV Replacement for the normal Xindice Servlet.

How did you implemented meta data - there are several ways now in xindice?
