   Removed the "good first issue" and yes we can - but I think we have to refactor it first, and then we can consider reuse. It's really hard to reason about the backfill_job_runner before it gets refactored, and I think if we do the refactoring in small steps, it might be easier to review and potentially find sources of problems. 
   
   I would look for opportunities of reuse AFTER we refactored id.
