Release plugin should be flexible, not it isn't. You can suggest good practises but not demand it. Therefore, something like -Drelease.force=true should be available.

you can use http://maven.apache.org/plugins/maven-release-plugin/prepare-mojo.html#allowTimestampedSnapshots or resolve SNAPSHOTS at the release time in interactive mode.

So I'm not sure releasing multiple time same artifact with same version but different sources is a good idea.
