Alternatively we could also just not include it in flink-dist nor build a fat-jar at all.

According to the [documentation|https://ci.apache.org/projects/flink/flink-docs-master/dev/libs/ml/#getting-started] flink-ml is not part of the binary distribution and should be included in the user-jar, similar to connectors.
The downside would be that flink-ml would not longer be easily usable from the scala-shell, but I don't know whether that is possible in the first place.
