Jira created

There is now a CONCERTED Jira component: https://issues.apache.org/jira/browse/CONCERTED.

Atri is the administrator and can give people contributor or committer access.

If you are a committer it’s a good idea if you get an Apache user name and make your Jira user name the same.

I suggest that the whole Concerted team starts logging issues for the tasks ahead… including the web site, and most important one, Concerted's first source code release.
