encoding issue in mssoap tookit 2 beta 2.0

i remember that when using the high level api of mssoap toolkit 2 beta
1.0, there was an issue with the "encoding ut-8..." put in by apache in
the soap envelope header which caused the toolkit to break. does anyone
know if this has been fixed with beta 2?? in my trials to get apache
soap and mssoap working (using only high level api and wsdl) i got as
far as having by vb client request a quote from the apache
stockqouteservice using wsdl and have it return the quote (i used the
tcptunnellgui to make sure there was a valid response), however, the
encoding bug kept me from finishing up...if the bug has been fixed then
just installing the new tookit (beta 2.0) should make the vbclient
work...
