Jakarta FileUpload

Joe Panico submitted a patch to allow Tapestry to use Jakarta FileUpload to
handle multipart/form-data request decoding.  It's all checked in.

I'm working on a new parameter direction: "auto".  For "auto", Tapestry will
create a synthetic property that works with the underlying binding to read
or update the value.  This is useful for things like listeners, where the
parameter is used outside of the normal render.
