Should this question be on dev --> Apache 2.2 mod_dav_svn.so for Subversion 1.3 on Windows XP
Very new to this all, so sorry if this question is inappropriate:
Should the question below be on the dev list since I'm asking for the
development of a component?
It seems to me that there is no Subversion 1.3 mod_dav_svn.so module for
Apache 2.2 and Windows XP. Is there one planned for development?

No, users is the correct list. You're not asking for the development
of a new component; you're asking for the compilation of an existing
component in a new configuration.
I don't know Windows, but Subversion 1.3 works fine with Apache 2.2
on my Mac OS X machine, so I imagine it would be possible to compile
Subversion 1.3 for Apache 2.2 on Windows XP. Someone just has to do
it. That could be you, or whoever is currently providing the Apache
2.0.x Windows Subversion binaries, or anyone else...
